abstract="Lately, welfare organisations have been confronted with changes to their environment because, for approximately two decades, governance structures have changed dramatically. Gradually, quasi-market organised practices have been introduced in the organisations' different fields of activity, motivated by the state's desire to realise retrenchments and efficiently make a profit in times of slow economic growth, high unemployment and state budget deficits. Despite retrenchments, welfare states are nonetheless `economic giants' and are indispensable in the process of realising the social state.
